Will the Cabinet Minister confirm a) what guidance is issued to emergency medical dispatchers regarding the manual downgrading of 999 calls after an initial clinical assessment, and b) what governance arrangements are in place to review those decisions?

Answered by Cabinet Minister for Health and Care | Answered on 14/07/2026

The Welsh Government does not routinely hold detailed operational information or guidance of this nature.

Responsibility for ensuring compliance with clinical call-handling requirements, including arrangements for training, competency assessment, supervision and the role of supervisory ‘buddies’, rests with the Welsh Ambulance Services University NHS Trust through its established clinical governance and quality assurance processes.

The Member may therefore wish to contact the Trust directly for further information on these matters.
