What percentage of rural properties are still unable to access reliable mobile phone coverage from any of the four major networks, and what measures are in place to achieve 100 per cent coverage throughout Wales?

According to the latest data from Ofcom in its Connected Nations Update Spring 2026, 4G coverage in rural Wales from at least one mobile network operator is at 100 per cent for premises(outdoor) and 97 per cent for premises(indoor).

Telecommunications is not a devolved matter and responsibility for improving mobile phone connectivity in Wales rests with the UK Government. Officials have engaged with the UK Government on the Shared Rural Network (SRN) programme and established a joint working group to support the delivery of the programme in Wales. Through the SRN programme the Mobile Network Operators are required to meet binding coverage obligations.
