What consideration is the Welsh Government giving to guidance to support more robust enforcement against fly-tippers and environmental offenders?

The Welsh Government has published guidance on the use of Fixed Penalty Notices (FPN) for enforcement agencies in response to low level environmental crime such as littering, dog fouling and fly-tipping. The Fly-tipping Action Wales (FtAW) programme, funded by the Welsh Government and managed by Natural Resources Wales, has produced a Fly-tipping Investigation Manual to help support local authority enforcement action. The National Fly-tipping Prevention Group, which FtAW and Welsh Government are both members, has also developed enforcement related guidance.

Our ongoing funding of FtAW has ensured local authorities can access expert legal advice and can receive enforcement support if requested. It will allow FtAW to trial four partnership enforcement projects early in 2026 and has provided an additional 150 trail cameras for covert operations. We continue to encourage all local authorities to utilise the available legislative tools through sharing best practice.
