What consideration has the Welsh Government given to the financial impact of surveys for planning applications on small community-based organisations?
Planning legislation sets out a statutory minimum requirement of information to be submitted to accompany a planning application. Planning authorities then have the ability to request further information to inform their decision. However, section 62(4A) of the Town and Country Planning Act 1990 requires planning authorities to be reasonable in making such requests relative to the nature and scale of proposed development.
The pre-application advice process can be used by small community-based organisations to understand the information requirements for a planning application and agree a proportionate approach to any surveys required.
