What information does the Cabinet Secretary have regarding new health centres being planned for Penygroes, Waunfawr and Bangor in the Arfon constituency, including any information shared with the Welsh Government by Betsi Cadwaladr Health Board?
The Programme for Government commitment to develop integrated health and social care community hubs and centres is being delivered through the Integration and Rebalancing Capital Fund (IRCF).
Waunfawr Primary Care Hub – Betsi Cadwaladr University Health Board was awarded funding in January 2025 to develop a business justification case for the Waunfawr Primary Care Hub. We expect this to be submitted in August.
Canolfan Lleu, Penygroes – Funding was awarded to Grwp Cynefin in March 2023 to develop an outline business case to design and build a wellbeing centre. The proposal has had a number of iterations and partners. Betsi Cadwaladr University Health Board is continuing to engage with Cyngor Gwynedd and Grwp Cynefin to progress a smaller scheme in Penygroes. We are waiting to receive the submission.
Bangor Health and Wellbeing Hub – An IRCF application was received for fees towards business case development in March 2025, however further work was required by Cyngor Gwynedd and Betsi Cadwaladr University Health Board to enable the business case to progress to the next stage. My officials arranged a visit to a similar IRCF-funded scheme in West Wales for health board and council colleagues to support the development of the Bangor Health and Wellbeing Hub.
The strategic outline case is being reviewed by Cyngor Gwynedd to agree the next steps with the health board.
