What consideration has the Cabinet Secretary given to conducting a lessons learnt inquiry into the flooding caused by Storm Claudia?

Answered by Deputy First Minister and Cabinet Secretary for Climate Change and Rural Affairs | Answered on 25/11/2025

I will be holding a debrief with the key agencies involved in the response to Storm Claudia on Tuesday 25 November, as I also did following severe weather events last year. I will be seeking their reflections on what worked well, and what we can do to improve our ways of working in the future.

Section 19 of the Flood and Water Management Act 2010 places a duty on Local Authorities to investigate and publish findings on flood events. They may provide details on the scale of the flooding and recommendations on how to reduce future risk.

Within Welsh Government, we have already developed a new ‘Lesson Management System’ to draw together lessons identified from emergency incidents, exercises, and inquiries from an organisational perspective. This is helping us to prioritise our capabilities programme and identify key areas for improvement.
