What discussions has the Cabinet Secretary had with UK Government counterparts regarding the presence of Welsh-manufactured components in Russian military drones or missiles, and what steps are being taken to ensure Welsh firms are not inadvertently contributing to the Russian war effort?

Export controls are a reserved matter and export licences are granted by the UK Government. Companies must comply with the conditions placed upon them when they apply for a licence to sell their products overseas and this includes components that are capable of being included in military and defence equipment.
