What new taxes have been presented under the Wales Act 2017 until now, and what taxes is the Government working on introducing in future?

A vacant land tax, or a tax on land suitable for development, was chosen to test the powers set out in the Wales Act 2014. This proposal has been subject to the process set out the in the Command Paper which accompanied the Wales Bill (Wales Bill: Financial Empowerment and Accountability) since March 2020.

To date, no other tax proposals have been subject to the Wales Act 2014 process. The visitor levy, another of the tax ideas previously explored by the Welsh Government in 2017, has been delivered through the Senedd’s existing competence to legislate for local taxes.

Welsh Government officials continue to consider how fiscal measures, including but not limited to new taxes, support wider policy objectives.
