Is the Welsh Government on track to publish a potential roadmap to implementation of a land value tax by the end of the Senedd term?

Answered by Cabinet Secretary for Finance and Welsh Language | Answered on 27/08/2025

The Government continues to pursue the practical feasibility of a local land value tax as a longer-term potential replacement to either, or both, local taxes. This year, we have commissioned practical research from a suite of experts to test the feasibility of valuing land using a range of methodologies, explore international case studies and consider operational requirements. By the end of the Senedd term, we will share findings from this research which is intended to enable detailed implementation work to be undertaken by future governments.
