Will the Cabinet Secretary confirm, over the last three years, a) how much money has been collected in fines or penalties resulting from criminal prosecutions against landlords in Wales, b) how many rent repayment orders have been given resulting from that, and c) what was the total value of rent repayment orders?

Answered by Cabinet Secretary for Housing and Local Government | Answered on 19/08/2025

We do not collect information on criminal prosecutions against landlords in Wales, nor do we have information on the number or value of fines levied against those landlords.

For prosecutions linked to Part 1 of the Housing (Wales) Act 2014, Rent Smart Wales publish information relating to action that they have taken, that is available here: Enforcement Dashboard - Rent Smart Wales.

It is important to note that the information provided above includes action taken against landlords and/or their agents. Rent Smart Wales do not distinguish between the two.

Some local authorities also prosecute for Part 1 of the Housing (Wales) Act 2014 offences, though generally only when combined with a wider prosecution for other serious housing offences against a landlord and/or agent. We do not hold information on these actions.

Rent Repayment Orders may also be lodged by local authorities, or by tenants themselves, following successful prosecutions. We do not hold figures for these.
