How will the development in river catchments designated as special areas of conservation, set out in the Welsh Government's decision report from May 2025, impact the Welsh Government's biodiversity targets and aims to reverse the loss of nature?

Answered by Deputy First Minister and Cabinet Secretary for Climate Change and Rural Affairs | Answered on 31/07/2025

In accordance with the Conservation of Habitats and Species Regulations (2017) development proposals can only be granted planning permission in Special Areas of Conservation (SACs) when adverse effects to the integrity of the protected site can be avoided. The purpose of the interim planning policy position and the guidance is not to allow inappropriate development in SAC river catchments. This sets out an approach where development which does not cause an adverse effect can help to facilitate wider identified measures to restore nature. This principle should guide local planning authorities in preparing development plans and in determining planning applications in affected SAC river catchments. Ensuring that appropriate development contributes to reversing the loss of nature in SAC rivers is complementary to future biodiversity targets.
