Will the Cabinet Secretary provide an update on the expected timeline for the development and implementation of new regulations to restrict vehicle idling, as promised under the Environment (Air Quality and Soundscapes) (Wales) Act 2024?
I remain committed to taking action to tackle stationary idling, which has implications for air quality and noise. Idling is a particular concern where vulnerable groups may be disproportionately exposed.
I have, therefore, asked my officials to identify a range of available options that we could helpfully pilot to increase public understanding about this issue. This will inform our longer-term action in addressing stationary idling by identifying the most effective ways to raise general awareness and to encourage drivers to switch off their engines whilst stationary. This would also deepen our understanding of how the range of Fixed Penalty Notices could more effectively act as a deterrent without being unnecessarily punitive.
