What action is the Welsh Government taking to improve energy efficiency in Welsh homes and businesses?

The Green Homes Wales Scheme is managed by Development Bank of Wales and supports eligible households to make energy efficiency improvements, with £3 million being allocated to the scheme for the 2025/26 financial year. The Boiler Upgrade Scheme is available throughout England and Wales to residential and non-residential properties and offers grant funding up to £7,500 for the replacement of fossil-fuel heating systems with efficient, low carbon alternatives.

Householders in Wales are encouraged to contact the Nest advice service for free advice on energy efficiency measures and to check their eligibility for further support through the Warm Homes Nest scheme, for which £35 million has been allocated in 2025/26. We have also supported each Local Authority in Wales to establish an ECO4 LA Flex scheme, leveraging funding through the energy company obligations placed on energy suppliers. Energy efficiency of business premises is reflected in the Energy Performance Certificate (EPC) ratings of premises, which are at their best at ‘A’. Business premises can be made more energy efficient by using insulation, additional glazing, draught proofing, using LED lighting and by using technology such as heat pumps. Businesses can apply to the Development Bank of Wales Green Business Loan Scheme to support energy efficiency and decarbonisation. The scheme offers loans between £1,000 and £1.5 million, with up to 15-year repayment terms. A Business Decarbonisation Brochure was published in February 2025, which sets out strategic context and sources of assistance for businesses looking to decarbonise.
