What progress has the Government made in developing guidelines for local authorities to measure the carbon emissions produced through procurement, in order to support its goal of reaching net zero by 2030?

The public sector decarbonisation team, procurement colleagues, and the Carbon Trust are working together to enhance guidance on procurement emissions, aiming for Spring 2026 as part of the Net Zero 2030 goal.
We also support the WLGA’s climate programme, providing training and practical guidance to help decarbonise, with a focus on procurement, which accounts for 70% of local authority emissions.
