What consideration has the Welsh Government given to allowing applications for concessionary travel cards to be made without a national insurance number?

We are working closely with Transport for Wales and the Welsh local authorities to improve the way the Welsh Concessionary Travel Scheme is administered to make it simpler and easier for eligible residents of or over sixty years of age and disabled people to apply for new and renew existing passes. National Insurance Numbers remain an important way for way for us to verify a persons identity. Anyone unable or unwilling to provide a National Insurance Number is encouraged to discuss their application directly with either Transport for Wales or their local authority.
