To what extent is the proposed English Future Homes Standard relevant to Wales, and if it isn't, what corresponds to it here?

Answered by Cabinet Secretary for Economy, Energy and Planning | Answered on 18/02/2025

The Future Homes Standard is the policy name for proposed changes to Part L (Conservation of Fuel and Power) of the Building Regulations for new dwellings in England.

The building regulations are devolved; and Part L of the Building Regulations are also the means by which we regulate for minimum energy efficiency standards in Wales for new buildings.

In 2022, we made a significant and necessary step change in energy and carbon performance in new housing, which introduced a 37% reduction in carbon emissions for new dwellings (compared with previous standard).

The Part L 2025 review in Wales has commenced, and a public consultation is expected later this year.  This will contain the full technical details of the proposals.
