The setting of National Insurance rates and thresholds is the responsibility of the UK Government and the Chancellor of the Exchequer; it is not a devolved matter for the Senedd.
In developing the General Medical Services contract for current and future years, a range of factors, including financial pressures and broader policy priorities, are carefully considered.
