Why was a replacement strategy of two whips for a mature tree considered to be sufficient, given that some of the trees felled at the Northern Meadows and Forest Farm were large mature trees, including oak trees?

Cardiff Council granted planning permission for development of the new Velindre Hospital in December 2020. The reasoning for the grant of permission and compliance with any conditions attached to it is a matter for the Council. The Welsh Ministers have a statutory role in the planning process and may yet become involved at some point in the future. Given this possibility I cannot comment on the detail of the case.
