What assessment has the Welsh Government made of the impact of noise pollution on students' learning?

Answered by Cabinet Secretary for Education | Answered on 25/10/2024

Measurement and management of noise in existing school buildings is a matter for the local authority and/or governing body.

All new schools funded by the Sustainable Communities for Learning Programme must comply with ‘Building Bulletin 93 acoustic design of schools - performance standards’, which will reduce noise transfer/pollution within the building.

The Enabling learning section of the Curriculum for Wales guidance has been developed to support senior leaders and practitioners in schools and settings to plan, design and implement a pedagogically appropriate curriculum for all learners.

Effective environments are one of the three ‘enablers’, along with enabling adults and engaging experiences, that are fundamental to holistic and meaningful learning.  The environment should be responsive to the range of emotions young children can experience and should offer time and protected quieter spaces for self-regulation, contemplation and reflection to nurture a child’s well-being.

Practitioners should continually monitor and review the effectiveness of the environment and adapt accordingly. A well-planned and organised environment will scaffold the development of children’s understanding.
