When will the review of the literacy and numeracy framework be completed?

Following work with partners and practitioners in the autumn and spring terms, a draft refined Literacy and Numeracy Framework is being prepared for consultation by the end of the spring term. Following a review of the consultation responses, this will be published as statutory guidance in autumn 2025. Alongside this, we are developing clear, evidence-based, national principles for effective literacy teaching which will be published in the summer term.

Work with partners to ensure all schools and practitioners have access to the same high-quality training and support will progress in the autumn and spring terms, with a view to trialling the approach with partners and practitioners in summer 2025 ahead of full rollout. The information signposting to existing, high-quality resources on phonics and literacy will be made available to schools in the coming weeks this term.

An expert panel for literacy is being established this term to inform all our literacy work and will remain in place for the duration of the work that I have set out.
