What assessment has the Welsh Government made regarding whether devolution of UKRI spending would lead to an extra £260 million for Wales?

The organisations which constitute UKRI fund research, development and innovation through largely competitive mechanisms. These allow for cross-border collaborations on shared objectives. Wales does not have the necessary infrastructure and resource to deliver the funding, and wider support offered by UKRI organisations. The Welsh Government has set ambitious targets to attract UK investment in Welsh RD&I activity, and will work with organisations, such as Medr, to build capacity and capability to reach population level investment targets.
