When does the Cabinet Secretary envisage being able to decide whether the basic income pilot for children leaving care has been successful, and to make it permanent?

We have commissioned an expert team, led by the Children’s Social Care Research and Development Centre (CASCADE) at Cardiff University to lead a wide-ranging evaluation of the Basic Income for Care Leavers in Wales pilot. The evaluation contract for the Basic Income for Care Leavers in Wales pilot is currently due to end in May 2027. We will await the outcome of the evaluation before considering taking the use of a basic income forward beyond this pilot phase.
