Who enforces the legal consequences on farmers when a farmer does not have adequate capacity to store slurry during the closed period under the NVZ regulations, and has to spread?

There are no longer NVZs in Wales. The Water Resources (Control of Agricultural Pollution)(Wales) Regulations 2021 are enforced by Natural Resources Wales in accordance with their enforcement and sanctions policy and regulatory principles.
