Will the Cabinet Secretary outline the Welsh Government's procedures for tracking and compiling data on insurance premiums and leaseholder fees associated with building safety costs?

We do not specifically collect this data, which relates to the operation of privately owned buildings. However, we are aware of the difficulties faced by leaseholders in respect of service charges and insurance premiums.

In response to this issue, the Leasehold and Freehold Reform Act was passed in May 2024, which seeks to prevent unfair charges being levied on leaseholders.

The Act applies to England and Wales, bringing substantial improvements to the law and significant new rights for homeowners, such as replacing buildings insurance commission for managing agents and landlords with transparent administration fees.

We continue to work with the UK Government to implement the Act which will reduce complexity, maximise clarity and ensure the system applies to leaseholders across England and Wales.
