What action is the Cabinet Secretary taking to implement a fairer funding formula for Conwy County Borough Council that acknowledges the higher proportion of older residents in the area who require extensive social care support?
The Government is committed to continuing to use and maintain a fair and transparent funding formula for all local authorities which is agreed with local government. The formula is agreed in partnership with local government, through the Finance and Distribution Sub Groups, including annual updating and periodic revision. Distribution is based on relative need, taking account of a wealth of information on the demographic, physical, economic, and social characteristics of local authorities. The largest drivers of service expenditure are population levels, deprivation levels and sparsity.
The Distribution Sub Group follow a work programme to continuously review and update the formula and the data used within it. The programme for 24-25 includes work on recalibration of the Older Adults' Residential and Domiciliary Care Formula.
