What plans does the Cabinet Secretary have to address to the situation wherein health boards do not receive additional funding for tests and treatment as a result of patients living outside the health board area where they are receiving care?
Local Health Boards in Wales are responsible for planning, funding, and securing the delivery of services for their residents in their respective areas. For specialised and tertiary services these are commissioned through the NHS Wales Joint Commissioning Committee.
This includes Health Boards being responsible for ensuring that there are arrangements in place for planning, and funding services where patients resident in one Health Board are treated by another, through Long-Term Agreements between organisations.
