Will the First Minister confirm what discussions they are having with town, community and parish councils on how they are currently funded?

There have been no discussions with community and town councils or their sector representative body, One Voice Wales, regarding how they are funded.
Their principal source of funding is through their ability to raise a precept (a charge) to council tax under section 41 of the Local Government Finance Act 1992. They may also raise funding through borrowing, grant funding, and charging for discretionary services and goods.
