Was an initial scoping investigation conducted in the case of the former Minister for Social Partnership, to assist the First Minister in deciding whether to refer the complaint to an independent investigator?

I asked the Permanent Secretary for advice on the process to be followed on handling a breach of the Ministerial Code and I have acted accordingly. I will not be disclosing further details of confidential matters relating to the appointment and removal of ministers.
