On what basis does the Cabinet Secretary consider it is reasonable for 20mph speed limits to be enforced while the Welsh Government is reviewing the policy?

At any location where there is evidence of road safety concerns, in any speed limit including 20mph, GoSafe make the assessment to determine whether enforcement is required. They are independent of Welsh Government and Ministers cannot be involved in operational decisions.
