What formula or methodology is used if the plot size of the property, building footprint, or area of the garden are capital-value positive in the model, in relation to the Valuation Office Agency’s work for the Welsh Government on an automated valuation model for a council tax revaluation?

This information is not held by the Welsh Government. The Valuation Office Agency - an executive agency of HMRC - is the statutory body which values properties for council tax purposes in Wales (as it is in England). It is independent of the Welsh Government. The methodology used to value properties across England and Wales for a range of purposes, is a matter for them.
