What steps is the Cabinet Secretary taking to review planning fees in Wales?

I have already announced my intention to consult on an increase in planning application fees. I will be bringing forward a consultation paper that moves planning fees towards cost recovery and includes proposals of how the additional funding will be ringfenced for planning services.
