What assessment has the Cabinet Secretary made of the impact for Wales of the reforms proposed by the UK Government’s draft rail reform Bill?

UK Government’s Rail Reform Bill lacks ambition and misses a critical opportunity to truly reform rail services across the UK. In Wales, it will further complicate an already complex array of devolved and reserved powers across service provision and infrastructure investment and ignores the cross-party support in the Senedd for further devolution of rail.

Furthermore, it does nothing to address the lack of accountability that the Infrastructure Manager and English based operators such as Avanti, Cross Country and Great Western Railway have to Welsh Ministers and the Senedd.
