What steps is the Cabinet Secretary taking to ensure that roadworks do not cause congestion on Welsh Government trunk roads?

Maintenance on the strategic road network is programmed in advance and coordinated via our two trunk road agents. Road space is booked to ensure works are planned and coordinated where possible across the network.
Where budgets allow and it is safe to do so maintenance work on the strategic road network is undertaken at night when traffic volumes are lowest and daytime disruption can be minimised.
An embargo on works during school holidays and bank holiday periods is operated where possible, particularly tourist routes, to help limit congestion.
