How is the Minister working with local councils to recruit more teaching assistants?

The recruitment and retention of suitably qualified staff is the responsibility of employing bodies i.e. local authorities and schools.
Vocational qualifications (including apprenticeships) are available to encourage people into the profession and to develop the skills of existing teaching support staff. I addition to the vocational qualifications, the Teaching Assistants Learning Pathway is designed to support the professional learning of all teaching assistants throughout each stage of their career and includes support for the delivery of the Curriculum for Wales.
