What measures will be taken to prevent smaller developers who are outside of the developers contract with Welsh Government from avoiding signing up to it?

We will be adopting a different approach with smaller developers to ensure the necessary fire safety works are delivered in buildings that fall outside of the terms of the contract. My officials have written to these developers and will be meeting with them to set out my expectations and the support available to them.
