What assessment has the Minister made of the 32 per cent fall in the number of children and young people in Wales recognised as having special educational needs or additional learning needs following the new additional learning needs system implementation?

I commissioned Estyn to conduct a review into the implementation of the ALN reforms, which published in September. Estyn found that while the number of pupils identified as SEN/ALN had declined, there has been an increase in the number of pupils whose ALP (Additional Learning Provision) has been identified in an IDP (Individual Development Plan). They also reported that ‘the sensitive work between school ALN Co-ordinators and parents, particularly where pupils are considered not to have ALN where previously they would have had SEN, has generally resulted in parents being reassured that the provision made meets the needs of the pupil.’
