What are the reasons for the Welsh Government being unable to offer a pay offer beyond 5 per cent to junior doctors in Wales?

I have provided estimated costs in answer to WQ91041 and I can confirm that Welsh Government has given due consideration to a pay offer exceeding 5% but due to the financial situation hard choices have had to be made within our limited funding.
The 5% pay offer has been made consistently to all NHS staff groups, including Agenda for Change, which was accepted by these health trade unions.
