The National Institute of Economic and Social Research report highlighted that Welsh-medium senior leadership posts are harder to fill, particularly in Welsh-medium primary schools.

Headteacher succession planning is a matter for local authorities and governing bodies. The Welsh Government funds the National Professional Headship Qualification (NPQH) and requires local authorities to ensure that individuals are being encouraged to complete the qualification in readiness for headship.
