Will the Minister confirm whether a comprehensive business plan, or an equivalent, is required by local authorities to request funding support from the Welsh Government for specific projects?

The Welsh Government provides a variety of revenue and capital grants to Local Authorities in support of projects and activities at different scales.  In addition, some grants are allocated by formula whilst others are subject to application processes which may include the need to submit a business case.  Where funding is available for a limited duration the ability of a local authority to complete a project may be a factor in decision making.  An approved grant will have specific terms and conditions attached to it.  These may include specific deadlines and will normally include reporting requirements which are tailored to each project.
