Will the Minister confirm whether the estimated time required to complete a project is taken into account by the Welsh Government when deciding whether Welsh Government funds should be provided to local authorities for specific developments?

The Welsh Government provides a variety of revenue and capital grants to Local Authorities in support of projects and activities at different scales.  In addition, some grants are allocated by formula whilst others are subject to application processes which may include the need to submit a business case.  Where funding is available for a limited duration the ability of a local authority to complete a project may be a factor in decision making.  An approved grant will have specific terms and conditions attached to it.  These may include specific deadlines and will normally include reporting requirements which are tailored to each project.
