Would the Minister consider shifting police and crime commissioner funding away from reliance on local council tax onto a model of central government funding which better deals with regional inequalities?

Currently core funding for the police is delivered via a tri-partite arrangement involving a central government grant from the Home Office, grant funding from the Welsh Government and a non-domestic rates and council tax precept.

Decisions about the level of Home Office funding are not devolved. Under the current devolution settlement, increasing the Welsh Government grant funding and reducing the contribution from local taxation would only come at the expense of funding for other devolved responsibilities.
