What assessment has the Minister made of the impact that rail fares increasing by 4.9 per cent will have on promoting prosperity and tackling poverty?

We acted to limit rail fare increases to 4.9%. Without our intervention regulated rail fares would have increased by the Retail Price Index rate of inflation from July 2023 plus one percent, a 10% rise. The increase is therefore half what it would have been, balancing the interests of passengers during the cost of living crisis with ensuring funding for essential services and the improvements we are making in Wales.

This rise is in line with the decision taken by the UK Government on rail fares in England.
