Will all working parents of 2-year-olds be eligible for 15 hours a week of free childcare from April 2024 in Wales as is the case in England, and if not, why?

In extending funded childcare for two-year-olds in Wales, we are prioritising support for those children and families who need it most and where such support is likely to be most effective. To that end, the planned expansion of Flying Start will support more than 9,500 additional two-year-olds across Wales to access quality childcare during 2023-24 and 2024-25.
This work is being carried out in collaboration with Sian Gwenllian, the Plaid Cymru designated member, as part of the Co-operation Agreement between the Welsh Government and Plaid Cymru.
