Planning Policy Wales requires Planning Authorities, land owners and house builders to identify deliverable housing land in sustainable locations for development. When identifying sites to be allocated for housing in development plans, planning authorities must follow a sequential search sequence, starting with the re-use of previously developed and/ or underutilised land within settlements, then land on the edge of settlements and finally greenfield land where no alternatives are available.
