How does the Minister aim to evaluate progress on the Child Poverty Strategy without setting targets?

The Child Poverty Strategy for Wales was published on 23 January, when I delivered an Oral Statement to Plenary.
The Strategy includes a commitment to produce a framework to monitor and report on progress through outcomes, engaging independent academic expertise from Professor Rod Hick, Cardiff University. This work will take into account the Wellbeing of Wales National Indicators .
