How does the Minister plan to monitor whether the 20mph speed limit is contributing to a modal shift amongst commuters?

The 20mph Monitoring Framework published by Transport for Wales includes Key Performance Indicators that address changes in modal shift i.e. KPI 3.1: Change in attitude to active travel use in built-up areas, and KPI 3.2: Change in vehicle/pedestrian yield behaviours.
