What plans does the Minister have to encourage a modal shift if the speed limit change does not lead to a significant change in people's commuting behaviour?

The primary policy objective of the 20mph speed limit is to make streets safer and reduce the number of people killed or injured. We anticipate that this will also encourage more people to walk, wheel or cycle.

We are increasing our investment in sustainable modes to encourage modal shift by:

  • reforming the bus industry in Wales and building a system that puts passengers before profit and not the other way round.
  • transforming train travel by investing in new services, brand new trains, and improvements at stations; and
  • investing in hundreds of projects across Wales to make it easier for people to walk and cycle.

We are supporting Corporate Joint Committees (CJCs) to develop multi-modal regional transport plans which will detail the policies and plans needed in each region of Wales to support mode shift across Wales.
