What consideration has the Welsh Government given to developing a strategy to reduce imported emissions that occur in other countries in order to produce goods and services consumed in Wales?

Wales has a global responsibility to not only consider the emissions it produces but also the emissions from the goods and services it consumes. The Environment (Wales) Act 2016 introduced a statutory obligation to assess the Greenhouse Gas emissions associated with the consumption and use of goods and services in Wales, whether produced in Wales, or elsewhere. The Act highlighted that the carbon budget progress report must include an estimate of the total amount of Welsh consumption emissions for the budgetary period.
