Will the Minister confirm whether Welsh farmers can be asked to adhere to rules for the Habitat Wales Scheme whilst having no contract in place?

Applicants were aware, prior to submitting an expression of interest, that contracts would commence 1 January 2024. Selection letters issued to all successful applicants on 20 December explained what action is required to meet the conditions of the contract. The same approach has been taken in the past with Glastir.
It is up to individual farmers whether they want to adhere to the rules for the short period prior to receiving a contract. Should they not adhere to the rules, they will be in breach of the contract and might not receive a payment.
