Will the Minister provide the number of people in Wales living in fuel poverty in the last 5 years?

Answered by Minister for Social Justice and Chief Whip | Answered on 21/12/2023

Based on the Welsh Housing Conditions Survey 2017-18, 12% of households, which is equivalent to 155,000 households in Wales were estimated to be living in fuel poverty in 2018.

We used the same survey data to provide modeled estimates as at October 2021, resulting in estimates of 14% of households, equivalent to 196,000 households in Wales living in fuel poverty in 2021.

Following the huge increases in energy prices, caused in part by Russia’s invasion of Ukriane, we predicted that up to 614,000 households (equivalent to 45% of households) could be in fuel poverty as at April 2022, assuming all households were on the price cap.
